Sha Zukang is a Chinese diplomat who was head of the United Nations Department of Economic and Social Affairs from 2007 to 2012. He was previously the Chinese ambassador to the United Nations Office at Geneva.

Mr. Sha, born in September 1947, is a native of Jiangsu Province. A graduate of Nanjing University, Mr. Sha started his diplomatic career as a staff member at the Chinese Embassy in the United Kingdom and served in a variety of positions in the Chinese Diplomatic Service. From 1995 to 1997, he served as Ambassador for Disarmament Affairs and Deputy Permanent Representative of the People’s Republic of China to the United Nations Office at Geneva and other international organizations in Switzerland. He served as the first Director-General of the Department of Arms Control in the Ministry of Foreign Affairs from 1997 to 2001. He took office as the Chinese ambassador to the United Nations Office at Geneva from 2001 to 2007. From 2007 to 2012, he took office as the United Nations Under-Secretary-General for Economic and Social Affairs.

He has served as the Chairperson of the Government Group of the Governing Body of the International Labour Organization, President of the Trade and Development Board of the United Nations, Chairman of the Preparatory Committee and the Committee of the Whole of the United Nations Conference on Trade and Development and Coordinator of the Like-Minded-Group of the Human Rights Council.His latest assignment was as Secretary-General to the Rio Earth Summit, a global conference on sustainable development held in 2012 in Rio de Janeiro.

Mr. Sha has extensive experience with multilateral organizations and international conferences. He was Chairman of the Preparatory Committee and Chairman of the Committee of the Whole United Nations Conference on Trade and Development (UNCTAD) 11th session from 2003 to 2004, President of the Trade and Development Board of the 50th Session of UNCTAD, Chairperson of the Government group of the Governing Body of the International Labour Organization from 2002 to 2003, and member of the UN Secretary-General’s Advisory Board on Disarmament matters from 1994 to 1999. In addition, he has served as president, vice-president, chairperson, coordinator and expert in many international conferences in the field of arms control, trade, intellectual property, social affairs, and telecommunications among others.

Mr. Sha participated, as chief negotiator or representative of the Chinese government, in the negotiation and review of many important international treaties on arms control and disarmament such as the Treaty on the Non-Proliferation of Nuclear Weapons, the Comprehensive Nuclear Test Ban Treaty, the Chemical Weapons Convention, the Biological and Toxin Weapons Convention and the Convention on Certain Conventional Weapons. He made great contributions to mine clearance in China and many parts of the world. He encouraged the development of Chinese non-governmental organizations and facilitated the opening of offices in China by international organizations.

  1. Arms and disarmament

In 2006, he served as Vice-President of the 4th Review Conference of the Biological Weapons Convention, Geneva;

In 2002, he served as Vice-President of the 4th Annual Meeting of States Parties to the Revised Protocol II of the Convention on Certain Conventional Weapons, Geneva;

From 2001 to 2002, he served as Vice-Chairman of the 5th Review Conference of the Biological Weapons Convention, Geneva;

In 2001, he served as Vice-Chairman of the 2nd Review Conference of the CCW and Vice-Chairman of the 3rd Meeting of States Parties to the Revised Protocol II to the Convention on Certain Conventional Weapons, Geneva

From 1992 to 1993, he served as Chinese expert of the Group of Governmental Experts on the Register of Conventional Arms Transfers of the United Nations.

In 2006, he served as Vice-President of the 1st Conference of States Parties to the WHO Framework Convention on Tobacco Control, Geneva;

In 2005, he served as Member of the 43rd Council of UNITAR;

From 2004 to 2006, he served as Coordinator of the UN Human Rights Commission and the Human Rights Council “Same Perspective Group”, Geneva;

From 2002 to 2003, he served as Chairman of the Government Group of the ILO Council, Geneva;

From 2001 to 2006, he served as Acting Government Representative of the ILO Council, Geneva.

In 2006, he served as Chairman of the Secretary-General’s Report on the Celebrity Retreat of the United Nations Conference on Trade and Development (ambassador level), Geneva;

In 2004, he served as Chairman of the Committee of the 11th Session of the United Nations Conference on Trade and Development, Sao Paulo, Brazil;

From 2003 to 2004, he served as Chairman of the 50th Session of the Trade and Development Board of the United Nations Conference on Trade and Development and Chairman of the Advisory Group of the Secretary-General of the United Nations Conference on Trade and Development, Geneva;
